		EASYBIZ COUNCIL VENDOR INTEGRATION PROGRAM TENDER

The EasyBiz Project is a Regulation Reduction Incentive funded project involving 32 local 
Victorian councils.

Executive Summary

Thirty two (32) Local Government councils in Victoria have created a consortium called EasyBiz
to jointly develop an online compliance/regulation system targeted at small/home based 
businesses.

Using funding from the Regulation Reduction Incentive Fund and in close collaboration with
Municipal Association of Victoria and Business Victoria, the consortium is planning to 
implement the EasyBiz system at the end of March 2007.

EasyBiz System will reduce the time and effort required by small and home-based businesses to
comply with local government regulations, making it easier and less costly for them to meet 
their obligations.

The key features of the EasyBiz system are:

A	Assisting a small/home based business through a series of questions to determine 
	which permits, licences and registrations a small/home based business may require;

B	Enabling small/home based business to deliver a form (and the accompanying supporting
	information and payments) to council either online or a manual process (downloading and
	printing, emailing, faxing or posting the form);

C	Enabling a small/home based business to pay for a permit, licence and registration;

D	Enabling council, EasyBiz System and other Federal and State Government System to
	exchange data in order to minimise the amount of data and information that a small/home
	based business needs to provide when completing a permit, licence or registration application;

The scope of the EasyBiz System is only the pre-lodgement questions and delivery of application
forms with councils. 

EasyBiz doesn’t extend to the processing, reviewing, granting/rejecting of the application. 

This remains the responsibility of each council (and therefore the primary scope and
purpose of each council’s back-end systems).

THE COUNCILS' SYSTEMS - HOWEVER THE EASYBIZ FORMAT DOES NOT USE AS4590 !*****

EasyBiz System will be seamlessly integrated with other related portals targeted at small/home
based businesses eg business.vic.gov.au, business.gov.au. 

This recognises the fact that small/home based business don’t differentiate between Federal, 
State and Local Government and wish to engage with "Government" at one location.

EasyBiz Extension Project will engage and align with the Federal Government Standard Business
Reporting initiative so that EasyBiz data can eventually be shared with State and Federal
Government agencies. 

The EasyBiz Extension Project have commenced that process by aligning with the Business 
Victoria World Class Services Platform.
