	CONSUMER CONFIDENCE IN "THE INFORMATION ECONOMY"

Dear Minister - this email is a response to your letter 03 Dec 2006 
and provide you with an update on events stimulated by that letter - 
"The  Importance of the Electronic Transactions Acts [ETAs] for the 
Australian Information Economy"

It appears that South Australia Politicians have always been "leading 
the way in Information Technology" issues.

In 1997 the Hon Dean BROWN SA the first Australian Minister for 
Information was the guest speaker at an OIC Luncheon and outlined
his vision for the Information Age.

A	CONSUMER CONFIDENCE IN THE INFORMATION ECONOMY

One of the problems with "Building Consumer Confidence in the
Information Economy" is that the Public are wary of the motives of the 
Information Technology Industry.

This issue was exemplified by the Y2K problems in 1998/1999 and
now by the revelation that both the Australian eCommerce Standard 
[AS4590] and the International eCommerce Standard [EDIFACT now
rebadged as UNCEFACT] have two confusing different address formats
in the same Standard.

We are pleased to advise you that this issue was remediated in
Dec 2006 by an eCommittee comprising delegates and speakers at
the OASIS Asia Pacific Conference, ebXML Australia and the OIC..

The resolution was that the Complex Address version in Australian
eCommerce Standard AS4590 can be the Single Address Format
for both AS4590 and UNCEFACT !

Unfortunately we have not received a response to a letter sent on 14 
Jan 2007 to the Federal Minister Senator Helen COONAN on the 
recommendation for a single Address within AS4590

However the fact remains that, in the absence of an Australia Standards
eCommerce Committee, the Australian EDIFACT Rapporteurs
{Experts} may not be aware of the issue.

Hence possibly your Department may be prepared to contact this
Australian Group of Experts and inform them of the problems with 
AS4590 and UNCEFACT

Any positive Government action on the Information Technology Industry
will improve Consumer Confidence in the Information Economy.

Perhaps Legislation should be passed stipulating that the Complex 
Address version of AS4590 should be the base format for all South 
Australian Government Name and Address formats 

B	STIMULATING THE LOCAL INFORMATION ECONOMY

Following your letter and the resolution proposed the eCommittee
formulated an Information Economy Standard that included the 
Complex Address version of AS4590.

This Information Economy Standard includes multiple Mobile, email 
and Web formats.

The prototype version was been incorporated in the Junior Sports
Information System [JSIS] to enable Local Sports Clubs to comply 
with the Child Protection legislation and the Australian Sports 
Commission "Play-by-the Rules" for Junior Sport.

This Information Economy Standard has been the base of the
"Junior Sports Information System [JSIS]" to assist all Junior Sports
with their Administration records and to comply with the Child
Protection Legislation

This application facilitates Local Businesses sponsoring local
Sports Clubs as part of the Local Information Economy

There is an independent eNetwork to record Child Complaint issues
called the "Kids Safe-at-Sport Network [KSAS-Au]"

It is envisaged that the parents will work with Local Government
on monitoring local KSAS-(State) Complaints.

C	NEXT STEPS

We would appreciate your support in the absence of any direction
from Canberra on:

1	raising awareness of the eCommerce Standard conflict within
	State Government and Local Government

2	advice on contacts within SA for the "Kids Safe-at-Sport" project

3	other issues to be considered
