	STRATEGY TO PROVIDE SOCIAL JUSTICE

Further to our discussions yesterday on why Social Responsibility is
part of Social Justice, I thought it may be helpful to provide a written 
submission on the strategy developed by concerned IT consultants 
to assist teach Social Responsibility as part of Social Justice.

A	LEGISLATIVE DECEPTION OF FREE TRADE AGREEMENTS

AFTINET identified back in 2002 that the Free Trade Agreements do not provide
Fair Trade or Investment processes.

As you may be aware as part of the Westminster System of Government, Economic 
Policies are often enshrined by Legislation eg Compulsory Superannuation, 
Trade Practices Acts and the Industrial Relations Reform Acts

There has been legislation in the United States that was not disclosed during 
the negotiations of any Free Trade Agreements.

That Legislation includes the 1996 Act that requires all US Government Agencies 
to implement the US eCommerce Standard, not the International eCommerce Standard.

This US Legislation means every electronic transaction with the US as part of any
FTA will require a "check and conversion process" as part of the Trade process.

In addition as all share and investment Transactions are now electronic this means
every email and other electronic transaction will have a "processing cost" in the 
near future

B	LOCAL COMMUNITY INFORMATION NETWORK

Between 1999-2003 the Australian Federal and State Parliaments passed a series
of Electronic Transaction Acts that are unique to Australia at the moment.

These Acts are designed to place a value on all electronic transactions for the
"Information Economy" as confirmed on 03 Dec 2006 by the Hon Jennifer RANKINE 
South Australia Minister for Consumer Affairs, Minister for Volunteers and 
Minister for the Status of Women

Examples of recent Government tenders that illustrate how this could be
incorporated into the State Economy are:

1 	Purchasing Electricity Transactions every 15 minutes

	There have been many tenders published for the "Purchase of
	Electricity" with bidding every 15 minutes  

2 	Funds to establish Natural Resources as "Markets" with bidding

3	Additional key tenders can be reviewed here

However these Electronic Transaction Acts also provide the Framework for the 
"Local Information Economy Network"

C	LOCAL INFORMATION ECONOMY NETWORKS

In 2001 OIC Members were commissioned by the Department of Employment, Work Place 
Relations and Small Business [DEWRSB] to conduct a series of electronic surveys 
with 172 NSW Local Government Agencies

These Electronic Surveys were to research:

1 	The key people involved with IT in each Council

2 	The current computer applications used by Councils

3 	The Councils understanding of On-line Delivery Services

As part of the project OIC members developed the Local Information Economy 
Diagram to explain to Councils how on-line services could operate via the
Local Government Information Services Model

It is this model that forms the basis of the Junior Sports Information System
[JSIS] and the Kids Safe-at-Sport Network [KSAS-Au]

JSIS was developed to:

1 	enable local businesses to advertise and support local junior sports
	clubs

2 	improve the training processes for any sport

3 	assist Clubs to comply with Child Protection legislation

4 	encourage Juniors to use the Internet to earn eCredits

5 	reduce the administration burden for clubs

6 	provide a volunteer management process

7 	form the basis of the "Local Information Economy"

8 	teach "Leadership Skills and Responsibility Practice" 

D	REQUIREMENT FOR TEACHING LOCAL SKILLS

We have identified that the following training is required to enable Local 
Businesses to support their local Sporting Communities by sponsoring team
web-pages. 

Training is required in either MS products or Open Source products: 

1 	Web-page design 

2 	Pagemaker 

3 	Word-processing 

4 	Spreadsheet 

5 	Database 

6 	Overview of Australian eCommerce Standard AS4590 

7 	email content for forms 

8 	Long term Business support contracts 

We would like to develop a 10 week 2 hr On-line Training program so that we 
can provide a consistent training process.

This program would be On-line but it would require Local Co-ordinators to 
assist, for instance, local unemployed youth or senior citizens to attend a 
series of regular events perhaps hosted by AFTINET Members.

As an example the National Tertiary Education Union [NTEU] may be able to 
establish a regular series of events on the University and TAFE Campuses.

Between 1991 and 1993 the Halisa International Network was involved with 
trying to establish a series of "Computer Camps for Disadvantaged Children" 
during the summer vacation on a number of University campuses in Northern 
England.

I had a series of very productive meetings with Archbishop Derek WORLOCK of 
Liverpool Catholic Cathedral and Canon David WOODHOUSE of Liverpool Anglican
Cathedral.  

Both were very supportive of the idea as was Liverpool University.

Unfortunately the concept ran aground with the Local Liverpool Education 
Committee.

However the concept would apply to the Australian Universities if the 
AFTINET and the NTEU Management Committee considered it appropriate. 

E	NEXT STEPS

As stated in my application for the position of part-time Social Justice
Campaigner, I have been working with a number of IT consultants concerned 
with the Social implications of Electronic Commerce and the FTAs. 

Hence the development of this Local Information Economy Strategy.

The Kids Safe-at-Sport Network [KSAS-Au] is seeking a National Sponsor for this
strategy which complements the AFTINET members' objectives.

Perhaps AFTINET would consider becoming a National Sponsor for the 
Kids Safe-at-Sport Network
