
15:53 Wed 14 Mar 2007 REF: ZCPCTAD1 TO: Peter cc Stephen HOWARD NSW OLGR CENTRELINK Local Councils KSAS-Au & CHILD PROTECTION PROCESS Hi Peter - further to our conversation yesterday here are further detail on the Scope of the Kids Safe-at-Sport [KSAS-Au] project and how it can assist stimulate the Local Information Economy if we can develop the Local Skills to support this initiative A Multiple Web-page Sponsorship for Local Information Economy B Kids Safe-at-Sport Australia Network C Next Steps A MULTIPLE WEB-PAGE SPONSORSHIP FOR LOCAL INFORMATION ECONOMY As we are well aware when Companies develop a web-site they expect the World to come to place orders. Often they are very disappointed by the response and may blame the web developer. This has happened a number of times for OIC members which is why those members developed SME eGallery Services in 2004 to promote their clients websites. However that was not successful and the members' clients did not join as it could not provide local exposure This is one of the reasons that OIC members have developed the Junior Sports Information System [JSIS] to provide Local Businesses with a reason to sponsor local sports clubs as part of the Local Information Economy There are 45 Identified Junior Sports Now every State has Child Protection Legislation with which every Junior Sports Club has to comply. This legislation is included as a link in every TIMS Tender for each different State and Territory This legislation requires every Sports Club to have: 1 every Team Manager and Coach sign a Child Protection Document 2 a mechanism to let the parents know that the Team Manager/Coach has signed the form eg each Age Group Team Managers & Coaches 3 a Child Complaint process - a way for a parent to lodge a complaint with the Club, Local Peak Body and Australian Sports Commission This is one of the reasons that OIC members have developed the Kids Safe-at-Sport [KSAS-Au] web site to provide that Child Protection Information and Child Complaint process for each Club site The KSAS-Au web site will also provide multiple web advertising opportunities for Local Businesses to fund the on-going upkeep of the Local Sport team websites. Each team will have 5 or 6 web pages with 4 sponsors per web-page. These web pages will allow the parents to check the Child Protection Records and lodge any complaints electronically with a Child Incident form. Here is the index page for one team with links to other pages Other web-pages would include a Maps to all the Grounds for the season b Games Played Record - updated each week by players c Player Records - updated each week by players d Best & Fairest Awards - updated each week by players e Child Protection Records In the prototype developed with a Northern Beaches Football Club there are 110 Football teams each able to support multiple sponsors with a rotating sequence to different teams for the sponsors This is the Volunteer Club Structure that was given to me in 2005 as part of the Job Descriptions Joint Venture Note there is a requirement for Web Co-ordinators for the Senior, Junior and Sub-Junior sections of the Club The 92 Junior teams are A Sub-junior (u6-u9) - 51 teams 8-9 player/tm - 408 players B Junior Female (u10 - u18) - 12 teams - 180 players C Junior Male (u10 - u18) - 29 teams - 453 players This is the base of the Information Economy Pyramid which is structured as follows D Example web promotion for Local Businesses by 110 local Soccer Club Team index E Example web promotion for Local Businesses for local Junior Soccer Club F Example web promotion for Businesses for local Junior Soccer Peak Body G Example web promotion for Businesses for Junior Soccer State Body H Example web promotion for Businesses for Junior Soccer National Body I Example web promotion for Businesses for Junior Sport National Body There may be well over 500 web-pages per Junior Sports Club for promoting local businesses All of this information is derived using XML based on AS4590 as the core structure for the Membership Registration Form B KIDS SAFE-AT-SPORT NETWORK [KSAS-AU] The Kids Safe-at-Sport network has a registered web site for each State and Territory to co-ordinate the Child Protection issues A KSAS-Aus B KSAS-NSW C KSAS-Vic D KSAS-Qld E KSAS-SA F KSAS-WA G KSAS-Tas H KSAS-ACT I KSAS-NT J KSAS-NZ At the moment we are developing Power-point presentations on the Child Protection legislation for a series of Child Protection Seminars during 2007. In addition we are communicating with the NSW Office of Liquor, Gaming and Racing [OLGR] about local Community Development & Support Expenditure [CDSE] grants. The CDSE grants are provided by Licensed Gaming Clubs like RSLs that have to donate 1.5% of the gaming revenue into local community projects. We have requested the NSW OLGR to advise us if local CDSE grants are possible for the implementation of a local version of the Junior Sport Information System [JSIS] and linking to Kids Safe-at-Sport KSAS-Au for the Child Protection issues. C NEXT STEPS Peter - that should provide you with an idea of the scope of this project and it should provide a very worthwhile project for Centrelink to support the development of local CIT Skills.
