The Australian Sports Commission has conducted considerable research and development into ensuring Junior Sports Clubs "Play by the Rules" particularly with Child Protection Policies via State Government legislation and policies on inappropriate on- and off-field behaviour [*****NB - The "Play-by-the-Rules" web link is sometimes updated and may be missing. If either of the two web sites are not available please use these local web page links below Local site "Play-by-the-Rules" Local site "Responding to Complaints or Incidents of Concern" *****] However very few Junior Sports Clubs have the resources and skills to put in place the appropriate Child Protection Policies and Incident Response processes. Hence OIC members have developed a Junior Sports Information System [JSIS] to enable parents to assist their Junior Sports Club to comply with the Child Protection Legislation and "Play by the Rules" incident reporting and b Kids Safe-at-Sport Network for local incident reporting and resolution. However who is going to pay for this ? And that is where Local Business web-sites and the Local Information Economy Network [LIEN] provide the answers !! B LOCAL BUSINESS WEB-SITES AND THE INFORMATION ECONOMY As we are well aware when Companies invest in web-sites they expect the World to come to them to place orders. Often they are very disappointed by the response and may blame the web developer. This has happened a number of times for OIC members which is why those members developed SME eGallery Services in 2004 to promote their clients websites. However that was not successful and the members' clients did not join as it could not provide local exposure This is one of the reasons that OIC members have developed the Junior Sports Information System [JSIS] to provide Local Businesses with a reason to sponsor local sports clubs as part of the Local Information Economy There are 16 Identified Junior Sports which can become available for sponsorship, providing opportunities to support local sport and the community with local advertising. The Child Protection Legislation Issue Every State has Child Protection Legislation with which every Junior Sports Club has to comply. This legislation is included as a link in every TIMS Tender for each different State and Territory This legislation requires every Sports Club to ensure that: 1 every Team Manager and Coach sign a Child Protection Document 2 a mechanism is in place to let the parents know that Team Managers/Coaches has signed the form eg each Age Group Team Managers & Coaches 3 a Child Complaint process - a way for a parent to lodge a complaint with the Club, Local Peak Body and Australian Sports Commission For these important reasons OIC members have developed the Kids Safe-at-Sport [KSAS-Au] web site to provide that Child Protection Information and Child Complaint process for each Club site. The KSAS-Au web site will also provide multiple web advertising opportunities for Local Businesses to fund the on-going upkeep of the Local Sport team websites. C THE KIDS SAFE-AT-SPORT NETWORK The Kids Safe-at-Sport network has a registered web site for each State and Territory to co-ordinate the Child Protection issues A KSAS-Aus B KSAS-NSW C KSAS-Vic D KSAS-Qld E KSAS-SA F KSAS-WA G KSAS-Tas H KSAS-ACT I KSAS-NT J KSAS-NZ At the moment we are developing Power-point presentations on the Child Protection legislation for a series of Child Protection Seminars during 2007. In addition we are communicating with the NSW Office of Liquor, Gaming and Racing [OLGR] about local Community Development & Support Expenditure [CDSE] grants. The CDSE grants are provided by Licensed Gaming Clubs like RSLs that have to donate 1.5% of the gaming revenue into local community projects. We have requested the NSW OLGR to advise us if local CDSE grants are possible for the implementation of a local version of the "Junior Sport Information System [JSIS]" and linking to "Kids Safe-at-Sport [KSAS-Au]" for the Child Protection issues. We look forward to working with you on this vital community issue and assisting small business and Junior Sports Clubs to participate in and benefit from the Local Information Economy.
