Peter - again I reiterate that I make time to do this because I care
about and have the highest regard for the work carried out on behalf of
the Club by Don, Lorna, Cathy, Col, Annette and the others and of
course yourself over many years.

This e-mail is to propose an internal Dispute Resolution Committee
in accordance with the Guide-lines developed by the Australian
Sports Commission "Play by the Rules" - responding to complaints
and incidents of concern"

Managing and running an incorporated Sports Association is now
becoming very different to running a business.

There are clearly defined legal differences that require very different
management methodologies - this is part of the Change Management
process that many organisations are going through at the moment

This is one of the reasons why in the Acknowledgments of the
Manual that long term royalties are provided to the management
that need to be involved in the change process

MY CONCERNS

My concerns are:

1 	Duty of Care protection for the sub-juniors
2 	the lack of processes to minimise the risk of litigation
3 	how the Club is administered

In my last e-mail on 15 Mar :Peter - Where PRSLFC may be in breach"
I gave notice of my concerns, and the reasons for those concerns,
that as a Committee member I could be liable for the failure of the
Club to comply with Duty of Care Common Law requirements for the
Sub-Juniors and specific legislation.

In my e-mail 14 Mar "Peter - Welcome BBQ & Job Description" I
referred to the documents you gave me on the 17 Sep 2005 which
Cathy BARBER had received from Linda CHRISTIE Human Resources
& Policy Administrator Soccer NSW Ltd on 01 Apr 2004 (18 months
before I received them)

These documents that explained how to develop job descriptions
were the result of a request from Cathy to Linda either in early
2004 or late 2003.

There were 26 pages of documents. Some have been scanned
and placed on the Internet including

1 	E-mail from Linda CHRISTIE to Cathy BARBER 01 Apr 2004

	As Linda states in her e-mail "It is a lot of work to get this
	Structured"

	I know because we spent 1 month going through all the documents
	and developing an appropriate structure for Pittwater RSL Football
	Club prior to the presentation at the AGM

2 	The 6 page Job Analysis set from Soccer NSW

3 	The 18 pages Job Description set

These were the documents that governed the presentation which
was accepted at the AGM.

MY QUALIFICATIONS FOR CLUB ADMINISTRATION PROCESSES

As you often read out the qualifications for people applying to be
coaches of various teams, it may be appropriate for the Committee
to be aware of my qualifications to advise on Club Administration
processes and Job Descriptions

In summary

1 	10 years with Burroughs Computers (now UNISYS) final
	position in UK National Sales Manager Finance Industry
	final position Director Office Automation Australia

2 	1982 Established own Office Automation Consultancy

3 	1988/89 Represented Australian Small Business Association
	[ASBA] on Standards Australia EDI Committee

4 	1992 Advised UK Federation of Small Business on
	United Nations Electronic Business offering

5 	1996 Part of OIC Formation Management Committee that
	included Commonwealth Bank, AIDC and Optus

6 	1998 Invited by Chairman GBC Stockholm to be
	moderation for Asia-Pacific Small & Medium Businesses

7 	2002 Part of a team of Small Businesses sponsored by
	CSC Australia to give presentations around Australia

8 	2004 Invited to give evidence to the Australian Senate Inquiry
	on Chapter 15: Government Procurement and Chapter 16: Electronic Commerce
	of the Australia-USA Free Trade Agreement

9 	2004 Invited by United Nations eTrade Architect to comment
	on United Nations Asia-Pacific eBusiness Strategy

NEXT STEPS

Peter as you can see from the Australian Sport Commission
"Play by the Rules" the idea is to have sporting body resolve its own
issues

As I said at the time we first discuss the Job Descriptions it needs
you to be there for the whole year for the process to be implemented
properly so that each members of the Management Committee will receive
the long term royalties indicated in the Activities and Responsibilities
Manual

Will you agree to the formation of a Dispute Resolution Committee to
review my concerns ?
