UPDATE ON PROPOSED CONFLICT RESOLUTION OVER THREATENING AND DAMAGING EMAILS
Hi - This is an update on trying to resolve the dispute between
the Members of the OIC involved with the Electronic Volunteer
Information Management [EVIM] joint venture and the 2006
Management Committee of the PITTWATER RSL FOOTBALL CLUB

A CONTACT WITH PRSLFC EXE MGT CMT 2006/12/22
a I did not receive a telephone call from anyone of PRSLFC by
12:00 hence waited until 15:00 to see if someone would contact me
b At 15:00 I called the President on his mobile and he told me that
he would not take my call or read any of the emails as he did not
want me to contact him again. He turned off his mobile
c At 15:10 I contacted the Senior Vice President on his mobile and
had a long reasonable conversation with him.
d He had been at the AGM 2005 and witnessed the split vote
over whether PRSLFC would pay $ 250.00 a week for 6 weeks
for the inital Job Function project
c The Vote had been been split 5/5 with all the Executive Management
Committee voting against the President's proposal
d The President did not cast his vote but sought a re-vote. The
Registrar agreed to the Job Function project
e At the bar afterwards the current Senior VP said to me "That
must have been the hardest $ 250/week you have ever earned"
f Little did I know how right he was !
g The Senior Vice President said "As he understood it we had
been paid in full for the work that we had done and the President
was not satisfied with the job so had terminated the contract"
h I said it was not a contract but a joint venture with members of
the OIC eCommunity Special Interest Group [CZAG] to develop Electronic
Volunteer Information Management [eVIM] with PRSLFC
i We had not been paid anything except expenses $ 250.00
a week
Record of work and expense payments 2005/12/01 - 2006/01/29
j I said the President and I started to fall out around Christmas Eve
2005/12/24 when he gave me the new Organisation Chart and I
proposed to him that we do a stock check between Christmas and
the New Year so we do not run out of socks again at Registration
(On 05 Mar 2006 I recorded in my report to the Management Committee
that the socks were not received and the PRSLFC had run out of socks
again during Registration)
k I informed the Senior Vice President that my frustrations with
the PRSLFC administration culminated in my sending the President
a letter by 24 hr Express Post on 22 Mar 2006 outlining my causes
for concern with the administration
l That letter was never recorded in the Minutes
m After that date the President made life difficult for me at PRSLFC
n The Senior Vice President said the Club had taken legal advice
and there was no contract or any merit in the claim for payment
o I said the proposal for a resolution payment was a suggested settlement
for the Threatening and Damaging emails sent by the "Vice President
Mens" from the company that employed him with a copy to the current
President each time
p The Threatening email was to an OIC Member
q The Damaging Email was to several key tenders to which OIC
members were preparing a response
r The Senior Vice President said it had been discussed in Committee
and no payments would be made so "I had to do what I had to do"
B RIO-TINTO VOLUNTEER MANAGEMENT SCHEME TENDER
a As many of you are aware the Rio Tinto Future Fund sponsors
the Volunteer Management Scheme for Mundaring Council
b This Wed 20 Dec 2006 the WA Department of Sport and Recreation
[DSR] issued a tender to review the success of the Rio Tinto
Volunteer Management Scheme with 16 Sports Organisations in WA
that have received Grants from DSR and Rio Tinto
c Here is an extract from the RFQ
"In January 2004, a partnership between Rio Tinto WA Future Fund
and the Department of Sport and Recreation (DSR) was established
with the prime objective of demonstrating a joint commitment to volunteer
management and regional development in Western Australia.
The partnership involved the development of the Rio Tinto Volunteer
Management Scheme (RTVMS) to improve the promotion and management
of volunteers in sport and recreation"
The main objectives of the RTVMS are to:
A Identify and respond to current trends and challenges in volunteerism;
and
B Assist sport and recreation organisations in developing sustainable
strategies to manage their volunteers more effectively.
The RTVMS consists of the following:
1 Volunteer Management Grants
Volunteer Management Grants have been allocated to 16 sport
and recreation organisations to establish and implement a
Volunteer Management Program.
Organisations who have received funding include State sporting
associations, local governments and peak community groups"
d Rio Tinto has been owned by Rothschilds since 1873.
e Rothschilds held a monopoly on Mercury for over 100 years
f Mercury was the material used to make hats like the Bowler and
Grenadier Guards Bearskins hard
g However Mercury had a side-effect for the hat-makers hence the
term as "Mad as a Hatter"
h Mercury also happens to be the base element for teeth fillings
i There have been a significant number of tenders over the last 2
years for Mental Illness Research
(Apparently a movie called "The Medical Mafia Exposed" has just been
released on this very issue
The promo states "Have you ever wondered why so much of our food is
allowed to contain so many toxic and poisonous substances and additives,
flavourings, sweeteners and other harmful ingredients ?")
j However back to Volunteer Management - 24 Professional Associations
including the Australian Computer Society have joined "Professions
Australia" in its Volunteer Promotion Scheme
k Do they know something the rest of us do not know about accounting
for Volunteer time as an Asset ?
l This is the classic Rothschilds Model "Supply the Money to the
Top Men knowing that they will keep the Game going as they
derive the Benefit".
C RECOMMENDATIONS
a It appears that the PRSLFC Management Committee as well as
the Executive Management Committee have discussed the OIC
and were aware of the Course of Action taken by the "Vice President
Mens" in sending his emails
b There is a case to be answered by the "Vice President Mens"
Company for the mails there sent
c There is a case to be answered by the Management Committee
of Pittwater RSL Football Club for the emails that were sent
d However on the Duty of Care Issue the only person that can file
a complaint on that issue is myself.
e I intend to file a Complaint with the Manly Warringah Football
Association for the following issues:
1 Concerns with Duty of Care for Juniors (5-17 yrs) as per the
Guide-lines prepared in 2003 by the Australian Sports
Commission Play-by-the Rules for Junior Sport
2 Concerns with the PRSLFC Administration to maintain
legal accounting and administration records
3 In the light of the funding provided by the WA Department
of Sport and Recreation for Volunteer Management, Concerns
with Financial Administration and Transparency with the
PRSLFC Records
4 Concerns with exploitation of the Junior teams for
Sponsorship funding
5 Concerns with exploitation of the Junior Teams' Parents
as Volunteers
D DECISIONS
1 Do you want to proceed with a claim for Breach of the Trade Practices
Act against the "Vice President Men's" Company for the emails sent
2 Do you want to proceed with a claim for Breach of the Trade Practices
Act against the "Vice President Men's" for the emails sent
3 Do you want to proceed with a claim for Breach of the Trade Practices
Act against the PRSLFC Management Committee ?

members (Linux User Group) and Tenders specially the Victorian
Department of of Industry and Logan Council

number of other parties including MWFA, Soccer NSW as well as
subpoenaing the minutes and accounts
These emails then form part of the Affidavits.

updated with the 2007 Committee, this is a follow-up to the 24 hr

of the Open Interchange Consortium [OIC] and members of the 2006
Executive Management Committee of Pittwater RSL Football Club
[PRSLFC]
Here is the link to the new Organisation Chart given to me by
the Immediate Past President on 24 Dec 2005 - I doubt if anyone else even
knew it existed !
There are 22 new positions and in my discussions with xxxxx
about the new positions it changed the whole structure of the
club to become Web-centric and email connected
NEXT STEPS
1 I believe that given the communication over the last 3 weeks all
parties apart from xxxxx xxxxx will be familiar with the issue.
2 The recent emails with xxxxx and yourself are attached for xxxxx to
review so that a discussion can take place on the proposed
resolution sent to xxxxx xxxxx on Fri 08 Dec 2006
3 Please advise if that time is not suitable and provide an alternative time
