As there is Federal Government Funding for innovative IT initiatives, I
provide further information on why ECIM is a web-based e-mail process
and why e-mail alone does not work.
Your Board may be prepared to consider a Joint Venture to implement
ECIM, possibly after an e-mail to the 352 respondents to your survey to
gauge their views.

Your CEO Dr Rhonda GALBALLY (SMH Article 06 Jun 2005) identified
5 major issues in the responses by 352 organisations to the survey
conducted Ourcommunity.com.au
The issues that Rhonda identified has always been the problem with
committees which is why we have spent the last 15 years refining
Electronic Committee Information Management [ECIM] as a web-based
and e-mail solution - the process will not work by e-mail only.
Those issues include:
1 33% were unsure if the Boards were fulfilling fiduciary duties
2 29% Community committees are not attracting sufficient members
3 Those on committees often resent the tactics or time involved with committees
4 20% said they need money
5 16% described their financial position as weak with most groups
over-reliant on State funding and ignorant of significant sources of
Federal Funding
Which ever way you look at it, there is a requirement for further funding either
by Local, State or Federal funding until these Boards are self funding.
E-CREDITS AS A LOCAL COMMUNITY ASSET
Now most of our members are consultants and Small and Medium size Enterprises [SMEs].
According to David KOCH, 1,200,000 Australian SMEs are the major Government tax collectors
for PAYE, Payroll Tax GST, Superannuation and Court Orders such as Child Support Costs.

Whatever the Politicians say about the State of the Economy, the undeniable fact
is that Australia has a Balance of Payment [BoP] deficit of over $ 400 Billion and
growing steadily.
ie that is the money that we owe the International Bankers who will ensure that
they collect the money from our descendents.
Reading through your web-site material you are looking to work with many SMEs to
manage your Ourcommunity committees.
Hence, as pointed out in the first e-mail to you, we have to review the way
Volunteer Work, House Work and Home Work is recognised as a community asset.
The eCredits process is recognition that it is a Community Asset that has to be
circulated in the local Community and not traded in Speculative markets.
Hence SMEs may be far more likely to work with Ourcommunity Boards if there is
a way to recognise, quantify and redeem contributions.
THE USE OF E-MAIL
E-mail is only the carrier not the content.
Most people have a problem in structuring an effective response to e-mail.
Many committees have a Secretary/Co-ordinator that has to distribute
Agendas, Minutes and Reports within a certain time.
This is the part that ECIM automates
Most Agendas are preset for each committee
More important Templates have been developed for each person that
is on the committee.
This template can identify the "fiduciary duties" of each Board and assist
them to comply with those duties
However the key part of the process is being able to convert an e-mail
to a Web-page so that it can be reviewed as part of an indexed minute book
with the full history of the communication

I still can't really work out what the credits system is and what
benefit there might be for not-for-profit boards and committees, and how
the ECIM would differ/hold greater benefits than the usual use of email.

Hi Kathy - thank you for your response - here are further details on the Electronic Committee
Information Management [ECIM] process and the eCredits for people prepared to participate in
any event or process.
The concept behind ECIM is that much of the distribution of Board/committee plans, papers,
reviews, voting and filing of Board/Committee issues can be carried out electronically
The ECIM process requires each participant to have an e-mail address and to be able access a
web-page
There are a number of stages for the ECIM eCredits process:
A Formation of new Board/Committee - Registration of Interest Web-page
B Regular Agenda program - for Board/Committee participants
C eCredits
D Next Steps
A FORMATION OF NEW BOARD/COMMITTEE
a A Minimum of two people are required to propose a new Board/committee/SIG
1 A Chair
2 A Secretary/Notary/Co-ordinator
b These are the people who would be prepared to run the Board/committee
for a minimum of 12 months and provide the information electronically
to members
c Part of the proposal for a New Committee requires preparation to define
a web-page for Registrations of Interest:
1 The Objectives of that Board/Committee - this could be
a one or two line summary of an Ourcommunity Plan
2 Frequency of Electronic Reviews and venue if Board/Committee
has to meet physically
3 Agenda of issues for regular committee decisions
4 eCredits for participation in that Committee/SIG/Network
These eCredits are maintained as a credit/IP asset for:
1 the Individual
2 the household/company/organisations
3 The Committee/Management Organisation
e It may be appropriate for Ourcommunity.com.au to be the registry
for these eCredits with each Area recording the eCredits for the
Boards/Committees within each area
f The Area Co-ordinator could provide which is called an
Electronic Notary service to monitor what occurs on each
Board/Committee
g An Electronic Notary is the term given at the TEDIS Conference
in Brussels in 1989
h The proposal for a new committee is reviewed by the Management
Committee and that Management Committee confirms that all of
the criteria to establish the new committee have been completed
i Once all the criteria have been met, the "Registration of Interest" for the
New Committee is opened on the main Web site
j An example is the Registration of Interest web-page for the OIC XML &
eCommerce Special Interest group
k The new Board/Committee then have a set time say 3 months to
confirm quorum of members to receive the Agendas and minutes
electronically
B REGULAR AGENDA PROGRAM FOR PARTICIPANTS
a Most Boards/ Committees have a regular or Standing agenda which
is normally distributed 2 or 3 weeks before each committee meeting.
b Sometimes reports and recommendations are included with those
Notices of meetings
c There will be times when reports/recommendations will not be
completed in time for distribution prior to a meeting hence
submissions at physical meetings
d The objective is that possible 80% of meeting papers could be
distributed electronically before the meeting to enable participants
to review those papers prior to a meeting
e The concept behind ECIM is that each decision required by
the Board/Committee could be voted on electronically.
f The result of the electronic voting could be seen by all of
the Board/Committee members
g A copy of the vote and decision could be replicated at the
Ourcommunity Area Co-ordinator Information System
h A record of the eMeeting eCredit recipients could be
held on the Ourcommunity web site
i An example is the draft record of the ebXML Australia
Marketing Strategy Work Group
1 This is the Plan for the Work Group
2 This is the Record of the meeting
3 This is a record of the Participant Contributions
j It was interesting to note that a number of the Participants
on the ebXML Australia committee objected to this electronic
record of meetings but that is another story.
C E-CREDITS
a Background
1 The concept behind eCredits is based on a number of Green
Money meetings I attended with several colleagues in London
in early 1990s.
2 The discussions were mainly about the value of Green Money,
how you determine the value of each person's contribution and
how to redeem Green Money.
3 One of the problems that arose was that certain groups
hoarded the Green Money and would not encourage it to
circulate.
4 Now electronic processes have been developed that will facilitate
community groups to use eCredits particularly with an organisation
like Ourcommunity to provide the management framework.
b Value of eCredits
1 The various discussions agreed to base the value of eCredits
on the Scale of Fees issued by the Law Society
ie each unit is a 3 minute time slot hence 1 hour would be 20 units
2 There would be a different type of unit depending on the activity of
the participating person
3 Examples include
i Chair of a board would have a different value eCredit to
a board member
ii Someone who found out options and prepared a paper with
recommendations for a Board/Committee meeting would
receive eCredits for the investigation and preparation work
iii A Soccer player would have a different eCredit value to a
spectator
4 The value of eCredits would cover 7/8 needs
1 Accommodation
2 Entertainment
3 Financial
4 Health
5 Learning
6 Nourishment
7 Travel
8 Other
5 The eCredits earned by the individual would be recognised as
Asset to:
1 The Individual
2 The Individual's family on nominated recipient
3 The Local Community
6 The eCredits would have to be redeemed in the Local Community
ie would be accepted by local restaurants for meals, pubs for drinks,
doctors for services, buses/trains for travel
7 eCredits cannot be traded
c Redemption of eCredits
a Now that Electronic Banking has been accepted by the Public
the eCredits can be held any Internet Service Provider [ISP] or
local Server.
b each person would have their own account with a User ID and
Password which could be an any credit card - this is how Kinkos
enable people to use its computers and photocopiers
c In the eCommerce world there are plans to establish a number
of Electronic Registries which could perform the same function
or local organisations like the Local Council, Chamber of Commerce
or Local School could each provide that service.
d It does not matter who provides the service as long as there are
3 independent local networks (act as failsafe/back-up) and
3 independent regional networks (act as back-up/notary)
NEXT STEPS
Kathy - there may be a number of points here that require further
clarification.
I would suggest at this stage that we continue to exchange
communication by e-mail rather than telephone or meeting as
I can refer to other examples electronically that may help clarify the
concepts further.

A ELECTRONIC COMMITTEE PROCESS
This committee process is called Electronic Committee Information Management [ECIM].
This electronic committee process was developed to:
1 reduce the amount of time spent travelling to and attending committee meetings - the
meetings are to confirm/review rather than debate issues
2 speed up the decision making process by enabling committee members to review papers
before the meetings
3 provide a history of the decision making process and a process to review the
decision
4 provide a way of remunerating people who are prepared to participate on any
committee.
B BACKGROUND
ECIM can either be a stand alone module or part of an Electronic Association Information Management
EAIM] Internet process
The Commonwealth Bank [CBA] and the Australian Industry Development Corporation [AIDC] funded the
development of a prototype of the Electronic Committee Information Management [ECIM] process for
an Electronic Small Business Association called the Open Interchange Consortium [OIC]
C E-CREDITS FOR PARTICIPATION
At the 1996 Annual Committee Meeting the members of the Open Interchange Consortium [OIC]
unanimously elected to develop and implement an electronic credits system for event
participation including committees and presentations
The agreement for the eCredit process was based on:
1 the fact that the original book for the development of the Industrial Age was based on the
book by Adam Smith in 1776 "An Inquiry into the Nature and Causes of the The Wealth of Nations"
2 This document did not take into account Education, Industrialisation and Intellectual Property
3 The Information Age requires a different definition for remuneration of "Work" including
Volunteer Work, House Work and Home Work
The eCredits process provides 8 eCredits
1 Accommodation
2 Entertainment
3 Financial
4 Health
5 Learning
6 Nourishment
7 Travel
8 Other
The idea is that many of these eCredits will be accepted by Local Businesses and organisations
like the Local Council or Chamber of Commerce is the Electronic Notary for the exchange of these
credits.
The concept is similar to the 2 for 1 meals and Entertainment Books Vouchers that are now widely
used
D IMPLEMENTATION SITES
Different aspects of EAIM have been implemented by different networks
1 the Halisa International Network - this site is under development
at the moment - the cobbler's Children !
2 The Open Interchange Consortium
ECIM and the eCredits System has been implemented by the OIC Special Interest Groups
An example is the XML & eCommerce [XZIG] Special Interest Group
The eCredits processes was implemented for members that presented and attended events
3 SME eBusiness Network Services [SMEEMS]
SMEEMS implemented Electronic Event Information Management which was sponsored by CSC Australia
