	DOCUMENTING THE CONCERNS OF MANAGEMENT INVOLVED WITH SMALL & MEDIUM SIZE-BUSINESS

This Web-site has been developed because a number of Senior Australian Management of Major 
International Companies have been concerned with Government Policies that appear to be causing 
the breakdown of the Family Unit by creating time-poor and financially over-stretched parents.

This was highlighted by an article by Michael DUFFY in the Week-end Sydney Morning Herald
23 Jul 2005 "A Step too far for Deadened Lives"

This article highlighted the massive growth of the Welfare State much of it caused by 
Government Policies dictated by the International Bankers and "International Treaty 
Obligations".

It was been recorded in numerous documents that the 1,200,000 Australian Small & Medium
size Enterprises [SMEs] comprise 96% of the Total Australian Businesses. 

These SMEs are the Government Tax Collectors either of PAYE, GST or Superannuation.

Or as Michael DUFFY explained it "the Welfare State's main function is not helping 
the poor but churning the income of ordinary employed people.

This feeling that as an SME you will never get off the Treadmill was highlighted

This web-page and its links endeavours to explain how the variety of new taxes are used to
"Churn" tax-payers money in the perpetual electronic money machine.

	THE MOVE TO E-COMMERCE, INTELLECTUAL PROPERTY ROYALTIES [IPRS] AND VOLUNTEER E-CREDITS

The Research shared by a number of consultants has concluded that the International Bankers have
formulated policies using Balance of Payment deficits and Loan Agreements (Ref  Brian WILSHIRE
Radio 2GB)to instruct Governments to implement Electronic Commerce as part of the move to a 
paper/coin-free money society whereby people earn eCredits for Volunteer work.

There are a number of disturbing new processes including:

a	Intellectual Property Royalties
b	Volunteer eCredits
c	Government Grants and Tenders to stimulate the transition
d	Payments to families to add perpetual cost to the Tax-payer

a	INTELLECTUAL PROPERTY ROYALTIES

In many of the Federal and State Government IT and eCommerce Tenders there is a section for 
Intellectual Property [IP] which states that a condition of the Tender is that the IP remains
the property of the Government Department.

Hence a Government department that is not able to function in its current process is seeking
eCommerce Consultancy Services to develop 21st Century business processes to replace 19th
Century Business practices

So it appears that the Federal Government having established organisations like "The National
Office for the Information Economy [NOIE]" and raising awareness of the importance of 
Intellectual Property is now trying to restrict consultants with the appropriate knowledge
and IP from benefiting from implementing the new systems for them.

It appears that once the new eCommerce System has been developed for the Government Department
that the IP will be an Asset of that Government Department.

As such that Asset cost will be part of the perpetual cost charge to the Company that is
successful in the tender for the Outsource service.

Hence a perpetual cost has now been built into every Government department that outsources
any of its administration processes.

23 Intellectual property rights

23.1 	Every proprietary right pertaining to information contained in this tender document, or
	provided by NZDF at any time during the tender process, belongs to NZDF.
23.2 	NZDF will have every proprietary right (e.g. copyright) in information provided by the 
	tenderer during the tender process so that it can freely use that information at any 
	time.
23.3 	NZDF has and will retain all intellectual property rights in current specifications, 
	manuals and other documentation provided or disclosed to the tenderer during this tender
	process.  Any improvements, enhancements or development of these will also become the 
	property of NZDF.

b	VOLUNTEER ORGANISATIONS

Many Groups like Religions, Charities, Foundations, Free-Masonry and Family Sport exist on
Volunteer Work.

Many of these Volunteer Groups now have to provide their own Insurance as Local Government
Insurance on Community Venues and playgrounds has become prohibitively expensive. 

While few of the consultants have any problems with the concepts of an eCredits Society, 
there are major concerns that the eCredits that are earned by Volunteers will be "pooled" 
by an "Asset Management Company".

These pooled funds are then used on the traditional Stock Markets, Property Market, Foreign 
Exchange Markets or in the new proposed Environment, Electricity, Water Markets.

An example is the UK Official Custodian for Charities [OCC].  There are 850,000 Charities 
in the UK and the OCC manages the Assets for over 700,000.  

Before the advent of the Superfunds the OCC was the major player in the UK Property, Stock 
and Foreign Exchange Markets.

In any Market the person who always wins is the Broker because a commission is always paid 
whenever there is a Trade.

However when all the Market trades are electronic Brokers as people do not get paid only 
the Telecos who carry the message electronically.

The new Markets are opening up new business opportunities.
 
The new Electricity Markets require Local Government Agencies to bid for Electricity for 
Street Lights, Government Buildings and Traffic Lights.

The Market has been set up so that the bids have to be made within a 30 minute time-slot

Each bid is electronic as is the invoicing and payment.

The Management of these Services is outsourced by the Government Agencies to
Non-Government Organisations [NGOs].

Many of these NGOs are managed and operated by former Public Servants who now have to 
make a Profit for provide a return for Shareholders.

The Government has reduced its Liability for Employee Superannuation by outsourcing the 
cost and management of the Superannuation to the NGO.

Hence the real significance of the visits sponsored Andersen Consulting for Ted GAEBLER 
from the US to each Australian State Government in 1993 to explain the benefits of 
Outsourcing Government Services

Ted GAEBLER's book "Re-inventing Government: Entrepreneurial Government" has been the
model for each State Government eg NSW State Archives

However when Orange County went bankrupt after employing Ted GAEBLER's principles it
caused the local population many problems.

The way the process appears to operate is:

1	The International Bankers formulate a Strategy to create a certain Policy eg The
	State to raise dysfunctional children

2	This Policy is then discussed at meetings of Academics who conduct Research funded
	by Government Grants

	Many key Government Policies world-wide have emulated from the London School of
	Economics and Political Science [LSE].

	An example is the Q&A after the Panel Discussion at the LSE Seminar "Banking
	Supervision after BCCI"

	Sir Evelyn ROTHSCHILD is a director of the LSE Board of Governors
