PTE Description Details:
H-CONTRACT MANAGEMENT SYSTEM 
Expressions of Interest (EOIs) are invited from suitably qualified and experienced organisations
for the provision, installation and support of a project and contract management system. 
The system shall provide:
A	comprehensive management and administration of all phases of a contract, 
	including 
	a	pre-tender planning and budgeting, 
	b	development of documentation, 
	c	request for tenders and other tendering processes, 
	d	award, 
	e	contract delivery and 
	f	termination. 
The system shall cater for:
1	different contract types,
2	values and 
3	conditions of contract, and shall provide 
4	comprehensive information storage and 
5	reporting facility. 
3. BACKGROUND
Council currently runs expressions of interest and tender processes and manages the subsequent
contracts awarded involving capital works projects, infrastructure maintenance, leasing and 
engagement of consultants, amongst other contracts.
A	DIFFERENT TYPE OF CONTRACT
Council uses a number of different types of contracts including:
a	Lump Sum Contracts;
b	Quotations;
c	Fixed Term Contracts - Annual Supply - Schedule of Rates;
d	Leasing; and
e	Equipment/Materials purchasing.
The value of the contracts ranges from thousands to millions of dollars. 
The different contract types and values have different levels of information collection, 
storage and reporting requirements associated with them and different tendering and management
requirements.
B	DIFFERENT CONDITIONS OF CONTRACT
Council also utilises a number of different Conditions of Contract for the various types and
sizes of contract.  
The Conditions of Contract may be from:
a	Standards Australia (eg. AS 4000, AS 4305 or AS 4300) or 
b	Conditions developed by Council's lawyers (various versions of the Services General
	Conditions, developed by Maddocks). 
c	For some contracts Council will utilise the contractor's own standard terms and
	conditions eg. equipment and vehicle leases.
C	COUNCILS PRINCIPAL OBJECTS FROM NEW CONTRACT MANAGEMENT SYSTEM
Council's principal objectives for implementing the new Contract Management System are:
a	for the management of the risks associated with tendering and contract management,
b	to increase tendering and contract management transparency, 
c	to increase tendering and contract management visibility and profile, and
d	to increase operational efficiency in contract management.
The System will:
1	standardise tendering and Contract Management procedures across Council;
2	provide a single database of Council's contracts;
3	allow comprehensive reporting;
4	more efficiently manage tender processes and the associated contracts with external 
	organisations;
5	provide a system which will support the current and future operational needs in 
	relation to Contract Management; 
6	ensure important contract events are notified in a timely manner; and
7	improve contract compliance.
4. SCOPE OF WORK
The scope of work shall include:
a	Supply of licensed software to meet Council's specified requirement;
b	System Implementation including:
	1	Project management;
	2	Software implementation;
	3	Training;
	4	Supporting user acceptance testing;
	5	Data Conversion;
	6	System integration services as required;
	7	Customisation to meet Council's specific requirement including creation of
		specialised reports, forms, alerts and workflows; and
c	Ongoing support and maintenance.
