The scope of the EasyBiz system is further defined by the functions and related processes
the system must support.

2.2.1 Manage Receipt (Lodgement) of Form
Figure 2 illustrates the scope of lodgement workflow that the EasyBiz system must be
capable of supporting.

The lodgement workflow must be capable of supporting small/home based businesses who visit
EasyBiz for one of the following reasons:
A the small/home based business does not know whether they need a permit for the
activity they wish to perform and visit EasyBiz to determine what permits may be
applicable;
B the small/home based business knows a permit is required and visit EasyBiz to
determine which permit is applicable in their case;
C the small/home based business knows what permit is needed but wish to know the
conditions/rules/regulations regarding the permit and visit EasyBiz to learn
about the conditions to ensure they lodge a "compliant" application and;
D the small/home based business knows which permit is required, which form(s) to
complete, what the conditions are and just need the form to lodge; so visit
EasyBiz to obtain and/or lodge the form.
To achieve one of the above outcomes, through EasyBiz, a small/home based business will:
a respond to a set/series of "evaluation" questions that will assess - based upon
the "type of activity", "type of small/home based business" and the "location of
the activity and/or small/home based business" - whether or not the small/home
based business requires a permit.
EasyBiz will identify the permit(s) that the small/home based business is required
to obtain from a council;
b respond to a set/series of "determining" questions, which will guide the small/home
based business as to whether the scope or the nature of the planned activity would be
approved by council;
c view a set/series of "rules" which outline for the permit they need to obtain, what
the conditions are that they must adhere to in order to lodge a "compliant" application
eg an application that has a greater chance of being approved by council.
The combination of these three "types" of interactions will lead to the small/home based
business to either:
1 lodging a compliant application - all required information provided and the information
is accurate; and
2 choosing not to lodge an application, or changing the nature/scope of the activity and
then choosing to lodge the application
EasyBiz will be capable of informing the small/home based business and the relevant council
staff of any incomplete mandatory aspects of the submission of the application (i.e.
supporting information or payments required but not completed as part of the submission).
2.2.2 Manage User Profile
Figure 3, illustrates the scope of the "Manage User Profile" workflow that EasyBiz must
support.
Within the scope of the manage user profile function is:
A functionality capable of enabling a proponent/applicant to create and maintain profile
information; and
B functionality capable of enabling the proponent/applicant to save a partially
completed permit application, leave EasyBiz and then return and retrieve the
partially completed application and complete the application;
2.2.3 Manage EasyBiz System
Figure 4, illustrates the scope of the "Manage EasyBiz system" function.
Within the scope of the Manage EasyBiz system function is:
A the management of the content used to define the required permit/licence application
for each Council (management of the evaluation, determining/rules based questions);
B the management of the permit/licence applications/forms including fields, presentation
and links to supporting content;
C the management of user access to the EasyBiz system e.g. councils capable of
administering their own content;
D the management of transaction reports that can be created to view what transactions
have been completed, what transactions have failed and what transactions are pending
completion; and
E the management of the distribution of the forms, payments and supporting information
(the business rules which determine which council is to receive what data)
