1.1	Overview

Thirty two (32) Local Government councils in Victoria have created a consortium called EasyBiz
to jointly develop an online compliance/regulation system targeted at small/home based 
businesses.

This document establishes the concept of operation for the EasyBiz System.

This document provides the information necessary to understand the context for delivery of
EasyBiz, its operation within Victorian Local Government and potentially with other Victorian
Government and Federal Government systems.

The introduction section describes the EasyBiz project, states the purpose of the Operational
Concept Document, identifies the EasyBiz Technical Authority and identifies the audience for 
the Operational Concept Document.
